Revised February, 2007 (changes in blue) HOMER SOCCER CLUB RULES U8 thru U14 (Unless stated, FIFA Laws will apply)
1. GAME EQUIPMENT: Coaches who have the first games at each field shall arrive 30 minutes prior to game to set up nets and corner flags. Coaches who have the last game at each field shall have the responsibility of taking down the nets and corner flags and placing them in the appropriate lock boxes. Please take special care to make sure all spikes are put away.
1a. As we are governed by the Illinois Youth Soccer Association (IYSA), insurance may require we adopt IYSA rule 021-a. regarding goal safety; therefore, we as an organization will adopt the following: IYSA RULE 021-A. GOAL SAFETY POLICY. Any coach who participates in practice or a game where the goals are not securely anchored shall be fined not less than $200 and suspended for a minimum of not less than one (1) calendar year from the date of the practice or game involved. In the event the goal is not securely anchored the entity (team, club, league, state) that has primary responsibility for the field or event upon which the unsecured goal is situated shall be fined $1000. Coach means the head coach, any assistant coach, trainer or any other team official present at the time of the violation. The entity against which a fine is imposed shall be in bad standing until the fine imposed is paid. Each team shall maintain in written form a record for each team practice, in which the coach, assistant coach, trainer or other responsible person shall certify that he or she has performed a physical inspection of the goals used in the practice to verify the goals were securely anchored. This certification shall be contemporaneously countersigned by a parent associated with said team. Each league shall require each club or individual team unaffiliated with a club to certify in writing that it has in place a program to ensure that goals it uses are adequately secured, that its goals have been and will be inspected by a member of the club or team (not a coach) prior to each game or practice. Each club and team shall further certify it has communicated to the parent or guardian of each player the dangers of unsecured goals and their responsibility to assure that goals are secure. Each league shall certify to Illinois Youth Soccer that its clubs and teams have complied with these requirements prior to their annual registration.
2. SIZE OF BALL: U8 through U12 - size 4, U13 - U15 - size 5
3. PLAYERS and SUBSTITUTES:
-Number of player per team:
-U8 5v5 including keeper
-U9-U10 6v6 including keeper
-U11-U12 6v6 including keeper
-U13-U15 8v8 including keeper -A game shall not be started with fewer than six (6) players per team in 8v8; five (5) players per team in 6v6 games; four (4) players per team in 5v5 games. -A grace period of 5 minutes will be allowed by the referee to meet minimum player requirements -The game will be forfeited if the minimum number of players cannot be set on the field -Only players on the specific team roster are allowed to play for that team. Players may not play on any other team. No guest players. NO exceptions. -If a game is forfeited, it is recommended a scrimmage be played between the two teams. Players from the other team's roster may play for the team that is short players for the scrimmage only. -Either team may substitute an unlimited number of players: *on the fly* Player leaving the field must be completely off and tag the substitute before he/she can enter the field. -Goalies can be substituted like a field player, but not for penalty kicks.
EXTENDED CAUTION RULE - A player issued a Yellow Card, can be substituted for immediately by any eligible **teammate. The offending player may return to the field, as a substitute, after two minutes or at the next allowable substitution point, which is not less than two minutes. (**If a teammate is not available, the offending player's team will play shorthanded for two minutes at which time the offending player may immediately return to the field.) Any player receiving a second Yellow Card in the same game will be ejected from that game. Referee will note the ejection and report to the referee coordinator. Depending upon the severity of the "incident", player's action may warrant further discipline.
4. PLAYER EOUIPMENT: -Proper uniform, required for all games, is as follows: team shirt, shorts, socks, shin guards (completely covered by socks), soccer shoes or sneakers -Sweat pants and sweatshirts will be allowed during cold weather. -All players must have team shirts and numbers visible at all times. -Goalies must wear a jersey of contrasting color to the team shirt.
5. THE OFFICIALS -Referees are assigned by Homer Soccer and maintain jurisdiction over the game at all times. -Assistant Referees (lines-persons) are provided by Homer Soccer at the league's discretion. If a center referee deems AR's are needed and none were provided by Homer Soccer, he shall ask each coach before the game for a volunteer to act as an AR for the game, one for each side of the field. In some circumstances, the referee coordinator may choose to provide two field referees and no AR's. -Questioned calls can only be addressed in a non-confrontational manner by the coaches during breaks. This applies to Laws of the Game only. Judgment calls cannot be questioned. -Any and all calls by the referee stand for the game.
6. DURATION OF THE GAME AND LENGTH OF PERIODS -Team winning the coin toss chooses which goal to defend in the first and third quarters. Team losing toss takes kickoff to begin the first and third quarters. -Game shall be played for four (4) equal quarters. Game times may be shortened by referee to maintain schedule or due to weather conditions. Each quarter shall be the following duration: U8 - 12 minute quarters; U9-U10 15 minute quarters, U11 through U15 – 30 minute halves. - Teams shall change ends after the first half. - There will be a (1) minute break between quarters and a (5) minute break for half time - Referee shall be responsible for keeping time. - Coaches must play every player in attendance for the game a minimum of 2 full quarters (50% playing time) - Time outs are not allowed except in the case of injury at which time everyone is to follow the directions of the referee. - Coaches are asked to instruct their players that in the event they are injured to please remain on the ground so the referee may see that they are injured. - Same player for a team will not play more than two quarters during a game as a goalkeeper and MUST play the field for a minimum of one additional quarter.
7. GOALKEEPER POSSESSION No roughing the goalkeepers. If the goalkeeper appears to have possession, players cannot touch the goalkeeper. At referee's discretion, FIFA rules governing "carding" players will be followed.
8. PASSBACK TO GOALIE WITHIN OWN PENALTY AREA The goalie cannot pick up the ball on his own team's throw in or from a deliberate pass off the foot of a teammate. (Indirect kick from spot of foul is awarded) If the teammate plays the ball back to the goalkeeper with another part of the body, such as the knee, head, etc., the goalkeeper may legally handle this ball. A goalie also can pick the ball up after it's been directed to him by a teammate when pass isn't intentional.
9. FOULS AND MISCONDUCT In an attempt to gain possession from an opposing player, no slide tackling is allowed. In the referee's judgment, a direct or indirect kick can be called as applied in FIFA Law 12 - Fouls and Misconduct.
10. VARIANCE RULE A team can add one (1) player to field when losing by three (3) goals and add another player when losing by (5) goals (a total of two additional).
11. STANDINGS DURING REGULAR SEASON Standings will be kept in the Spring & Fall seasons. win = 3 points tie = 1 point loss = 0 points If the game ends in a tie, a tie is declared. There will be no overtime or shoot-out. Season tiebreakers are as follows: 1. head to head wins - games the tied teams played against each other 2. head to head goal differential among the tied teams in the games played against each other 3. fewest goals against for the season 4. number of wins 5. season goal differential (limited to 5 goals per game) 6. coin toss
12. RESCHEDULED GAMES Games not played or suspended due to weather or other circumstances can only be rescheduled by the appropriate league directors. Coaches may not reschedule their own games.
